Ethnic Integration Policy is implemented – Singapore History. The Ethnic Integration Policy was implemented on 1 March 1989 to promote racial integrationand harmony in Housing and Development Board (HDB) estates. Owners were free to sell their flat to a buyer of any race as long as the racial limits were maintained.
